I suspect that this is the (semi-circular) porch of a boarding house and that the people are the residents and owners/employees.

Our future awaits us — but I don’t plan to be wearing the same clothes as the old women in this Sunday porch photo. It is intriguing and I agree, it looks like a boarding house and employees. The man with the broom looks very proud of himself.
